    &nbps;&nbps;&nbps;&nbps;"We must prepare for the possibility that people are deliberately harmed with biological or chemical agents," said Dr. Gro Harlem Brundtland, director general of the United Nation's World Health Organization (WHO).

, 百拇医药     &nbps;&nbps;&nbps;&nbps;Speaking in Washington, DC, Monday at a meeting of the Pan-American Health Organization, Brundtland said that highly infectious agents like smallpox or anthrax are the most likely vectors for any biological terrorist attack.

    &nbps;&nbps;&nbps;&nbps;Reports this week in the US media that individuals linked to the tragic events in New York and Washington were investigating the use of crop dusters as vehicles for distributing dangerous pathogens have only heightened public concern.

    &nbps;&nbps;&nbps;&nbps;Nations must mobilize to either prevent or, in the event of an attack, minimize the impact of any bio-attack. "The key," said David Heymann, the WHO's executive director for communicable diseases, "is quick detection of any disease, and that needs a good public health system."

    &nbps;&nbps;&nbps;&nbps;Responding to recent events, the UN agency has rushed out a long-awaited report on the global threat of biological and chemical terrorism. Brundtland said WHO is strengthening its links with nations around the world, to help them in the event of an attack.

    &nbps;&nbps;&nbps;&nbps;"During the last week we have upgraded our procedures for helping countries respond to suspected incidents of deliberate infection," she said. Early detection efforts may rely on the WHO-coordinated "Global Outbreak Alert and Response Network," which has set up worldwide links between laboratories, Internet databases and experts in public health.

    &nbps;&nbps;&nbps;&nbps;"These networks are linked together as a global system," Brundtland explained, with "the capacity to work with countries--investigating dangerous pathogens and confirming case diagnoses."

    &nbps;&nbps;&nbps;&nbps;WHO interventions have already proven effective in spotting and containing dangerous outbreaks of Ebola virus, cholera, and other infections in Africa and elsewhere.

    &nbps;&nbps;&nbps;&nbps;But the agency cannot fight chemical or biological attacks alone, experts contend.
