* 1995："卖淫嫖娼是一个过程"(招娼)
* 1995年："性行为"的定义扩大到"打飞机"
* 2001年又废止
* 从来不解释为什么
* Before 1995, No specific definition for sexual behavior in "Prostitution".
* 1995: "Prostitution as a process".
* 2001: "Prostitution" was banned.

又一次机会：2002年的"解冻"
Another Opportunity: "Unfrozen" in 2002
开办娱乐场所，不再需要公安机关的批准，只需要备案。
There is no need for the public security authorities to approve the opening entertainment establishments, only for the record reference.

o "找小姐"是经济活动，不是道德行为，因此男人嫖娼的比例是相对稳定的。
o 每个小姐每天接客越多，小姐的总人数就越少。
o "Sex work" is an economic activity other than morals behavior, therefore, the proportion of the male clients is comparatively stable.
o The more clients that each sex worker approach every day, the less number of the sex workers will be.
