【摘要】 实验动物许可证制度是我国实验动物法制化管理的重要举措，它对强化实验动物管理工作，打破实验动物条块式管理，提高管理效率，降低管理成本具有重要的意义。它将促进实验动物市场化建设，促进生物医药产业的发展，对防控实验动物人兽共患传染病的发生具有重要作用。中华人民共和国行政许可法的实施，将对实验动物许可证制度的全面推行产生重要影响。
