Abstract Establishing the regulation of hospital accountant-in-chief is the need of reformation and development of hospital,and is also an effective method of strengthening the financial management.In this paper the effects were explored from the regulation of accountant-in-chief to the enhancement of management level of finance in hospital by analyzing the current status of hospital financial management and the authors practice of establishing the regulation of accountant-in-chief.

摘要： 建立医院总会计师制度，是医院改革与发展的需要，是强化医院财务管理的有效手段。本文通过对医院目前财务管理的现状分析和笔者医院实施总会计师制度的具体实践，探讨了医院实行总会计师制度对提高医院财务管理水平的作用。

《中共中央、国务院关于卫生改革与发展的决定》对医院实行医疗机构分类管理制度。其一：将医疗机构分为非营利性和营利性两类进行管理。其二：转变公立医院机构运行机制。其三：实行医药分开核算，分别管理等一系列改革措施。医院生存与发展，迫切需要总会计师组织经济管理，形成完善的经济管理体系。通过医疗服务创造价值，实现医院的有效补偿。
