    Abstract The reform of health and medical community institutional is a very complicated difficult problem in the world.In this paper,basing on the outstanding problems of the health care industry,and to achieve objectives and tasks of the current public health system,we bring forward health and medical community institutional reform suggestion such as premise,guarantee,starting and emphases,which could guarantee that the reform will be scientific,overall and feasible.
