    US Poverty Rate Rises美国贫困率出现上升

    The poverty rate in the US rose from 12.5% in 2003 to 12.7% in 2004, according to a Census Bureau report issued last month. Republicans and Democrats argued over the findings, with the former claiming that the report failed to take into account tax-cuts made under the Bush administration and the latter arguing that Bush's policies benefited the higher earners while low-income families are untouched by the economic upturn. Poverty rates in the US have remained almost the same over the last 30 years with the 1970s and 1990s seeing the lowest levels of poverty.
