摘要：本文简要阐述了政府信息依申请公开的制度价值，从申请者的主体资格、信息公开范围、答复期限、申请费用等几方面概况介绍其他国家依申请公开的基本制度与启示，通过与我国政府信息依申请公开制度对比，发现我国的不足并提出针对性的建议。
