【摘要】艾滋病是一种严重危害人类健康和生活的传染病，又称获得性免疫缺陷病(AIDS)。其潜伏期长、流行速度快。因此，艾滋病的预防和控制是当前工作的重中之重。当然，艾滋病不仅仅是一种传染病，它和人群及社会的行为密切相关，同时又无特效药和特异性疫苗，所以，对付艾滋病最好的疫苗是“健康教育”。所以国家实行艾滋病病毒自愿咨询检测(HIV Voluntary CounselingTesting,VCT)是指个人经过咨询后对HIV检测作出明智选择的过程。这一决定必须完全是求询者自己的选择,并且这一过程是完全保密的。开展VCT服务是人们进入艾滋病预防、治疗、心理社会支持和关怀工作的切入点。在全国各地的疾控中心和医院广泛地开展工作，以达到预防控制艾滋病感染的目的。
