摘要：食品安全关乎民生与社会稳定，近年来，频频爆出的食品安全问题惊扰着公众心灵，此类事件对稳定的市场经济发展造成严重影响，也对国民生命健康构成直接威胁。呼吁声中，2009年，《食品安全法》正式颁布实施，但是这一法律条款并没有将食品安全问题有效解决，各种问题依旧屡见不鲜。本文认为，食品安全问题屡禁不止的原因是多方面的。基于此，本文对食品安全监管体系的构建提出几点思路，以期能够为完善相关法律提供一定借鉴意义。

    Abstract： Food safety is about people's livelihood and social stability, in recent years, a gust of food safety problems to scare the public mind, such incidents caused serious influence on the stable development of market economy, also pose a direct threat to national life and health. Called for, 2009, \"food safety\" officially issued and implemented, but the law did not effectively solve the food safety problem, various problems still. This paper argues that there are many reasons for the failures to prohibit food safety problems. Based on this, this paper puts forward some ideas to food safety regulatory system, in order to provide certain reference significance for perfecting relevant laws. ......
