摘要：本文结合现阶段医保支付改革进程，梳理DRG和DIP的内涵和区别与联系，剖析按病种分值付费的现状问题，并针对问题提出建议对策，为创新医保付费方式改革提供可复制、可学习、可应用的意见和建议，进一步完善医保付费方式，实现医疗保险制度可持续发展。
