    英国卫生体制对我国医改的启示

    【摘要】本文在实地考察学习和文献研究基础上，从卫生行政管理体制、卫生筹资体系、医疗卫生服务体系、药品供应保障体系、卫生技术评估与决策支撑体系等方面分析总结了英国卫生体制的基本情况和主要特点；借鉴英国卫生体制的经验与启示，从健全卫生法制体系、整合卫生行政管理体制、改革筹资与支付方式、建立全科医生制度、完善国家药物政策、加强卫生技术评估体系建设等方面提出对我国深化医药卫生体制改革的建议。

    Abstract【】On the basis of field visit and literature review,this paper comprehensively summarized the basic characteristics of National Health System of British,including its health administration system,health financing system,health service delivery system,pharmaceutical supply system,health technology assessment and evidence-based decision-making system.Based on the experience and enlightenment of the National Health System of British,this paper provided related suggestions for China health system reform on five aspects,including improving health legal system,integrating health administration system,reforming health financing and payment system,establishing general practitioners(GP) system,improving national pharmaceutical policy system and strengthening the construction of health technology assessment system. ......
