    公共产品视角下精神残疾患者医疗保障中的政府责任

    【摘要】本文从公共产品理论角度分析了精神残疾患者医疗保障的公共产品属性和外部效应属性，对政府在精神残疾患者医疗保障中的责任进行重新审视，针对政府在精神残疾患者医疗保障制度设计上的缺陷、精神卫生服务投入上的不足以及社区精神卫生服务体系上的不健全等方面的责任缺失，科学地界定了政府的责任范围及责任程度。通过对精神残疾患者采取倾斜保护政策，优化医疗保障制度设计，加大政府精神卫生投入，完善社区精神卫生服务体系，从而提高精神卫生服务的供给及利用水平，最大限度满足精神残疾患者的精神卫生服务需求。

    Abstract【】The article analyzed the attributes and external effects of public goods in the medical security of mentally disabilities from the perspective of public goods theory and reexamined the governmental responsibilities in the medical security of mentally disabilities.By examining the problems of government in this aspect,including the deficiency in the design of medical security system for medical disabilities,insufficient investment in mental health service and imperfect mental health service system,we clearly and scientifically defined the scope and degree of governmental responsibilities.We suggest that the supply and utilization level of mental health services should be improved by means of protection policies inclined towards mental disabilities,optimized design of medical security system,increased investment in mental health and improved community mental health service system,so as to maximally satisfy the health service requirements of mental disabilities. ......
