叠床架屋

【Interpretation】Used to describe making much needless repetitions； often used to indicate the overlapping and cumbersome
organizations or regulations.
【释意】床上搁床，屋上架屋。比喻重复、累赘，多指重叠的组织机构或规章制度。
Fu， one of the Chinese literary forms akin to poetry， started to be prevalent during the Han Dynasty (206BC-220AD). Since then， there have appeared various famous writers of Fu with many masterpieces. Zuo Si (250-305)， a litterateur in the Xi Jin Dynasty (265-316)， spent ten years in writing his masterpiece A Fu of Three Capitals， in which he depicted the prosperity of the capitals of three kingdoms - Wei， Shu and Wu during the Three Kingdoms Period (220-280). This Fu gained many praises from the scholars at that time.
赋是一种文体，盛行于汉朝，出现了很多名家名篇。晋代文学家左思用十年时间写成《三都赋》，描写魏蜀吴三国国都的盛况，得到当时文人的一致好评。
During the Dong Jin Dynasty (316-420)， Yu Liang the Minister had a relative called Yu Chan， who wrote A Fu of Yang Du about Jiankang (now Nanjing)， the capital of the Dong Jin Dynasty. Yu Chan felt satisfactory about his work and showed it to Yu Liang.
到了东晋时，太尉庾亮的同宗庾阐写了一篇关于晋都建康(今南京)的《扬都赋》，自觉得意，写成以后便拿给庾亮看。
Since Yu Chan was his relative， out of good intentions， Yu Liang lavished praise on this Fu and drove up its value by claiming that it was as good as Zuo Si’s A Fu of Three Capitals. Hence， Yu Chan became famous.
因为是本家族人所写，出于情分，庾亮就大肆吹捧，抬高这篇赋的价值，说它可以与左思的《三都赋》媲美，经这一宣传，庾阐果然名声大噪。
When Xie An the Minister (320-385) heard about this， he said angrily， “This is not the appropriate way of writing. This is just like building a house under the roof of another! Too much imitation will inevitably lead to insufficient content and narrow visions， which in turn will never result in a good article!”
太傅谢安知道此事后愤怒地说：“写文章不能这样，这种写法是屋下架屋啊!处处模仿别人，就免不了内容贫乏、视野狭窄，怎么能写出好文章呢？”, http://www.100md.com
