    病人地医院医疗过程中，凡是由于医疗系统的低能状态或医疗理过失等原因而给病人造成允许范畴以外的心理、机体结构或功能上的障碍、缺陷或死亡，均属医疗不安全。这里所说的允许范围是指由于患者病情异常或者患者体质特殊而发生的医疗意外,以及现有医学科学技术条件下无法预料或者不能防范的医疗意外。目前,在医疗机构中允许范围以外的医疗不安全因素或称医疗安全隐患是客观存在的。对此,认真制定应对措施,防止医疗纠纷的发生势在必行。现提出以下几点具体意见：
