    [Abstract] The enhancement of the leader's ability in being in power legally in university comes from persisting in the instruction status of the Marxism-Leninism, the Maoism to grasp firmly the correct school direction; from the strengthening the law idea of the leading cadre on being in power legally to set up the reliable legal belief; from enhancing the leadership's ability in leading university development legally and so on.
