    [摘要] 近年来医疗集团的组建成为医疗体制改革的热点，形成了以大医院为核心，带动其他成员医院共同前行的良性、可持续性发展模式，本文在PEST、SWOT两种管理理论的基础上，参考借鉴相关的学术成果，通过文献阅读及专家访谈、资料查阅等前期工作，试图从一种综合范式的视角出发，将其应用到对以三甲医院牵头的医疗集团工作研究中，构建一个PEST-SWOT分析模型，内部的因素(优势和劣势)和外部的环境(机会和威胁)两方面集中起来进行系统分析和研究，从而形成 SWOT-PEST 矩阵分析模型。在此基础上提出相应的对策建议，为以三甲医院牵头的医联体组织发展提供决策支持。
