    [摘要] 我国双向转诊发展比较迅速，在转诊人数、转诊质量、医院综合绩效提升、慢性病管理等方面做出了一定的成绩，但需要解决的问题仍然很多。本文通过文献分析，发现双向转诊对改善医疗服务有一定效果，但还有些问题需要解决，需要医院、患者和政府共同努力，完善双向转诊效果评估工具与体系、培养全科医生以提升基层医疗服务水平、完善转诊流程和便利程度、落实配套支持政策、明确各级医疗机构分工以加强合作等，以推进医联体双向转诊的顺利实施。
