    [摘要] 本文从江苏省医药产业发展现状出发，提出构建评价指标体系应遵循科学性、可操作性、清晰性原则，并提出建立由5个一级指标和10个二级指标、56个三级指标组成的医药制造业创新潜力评价指标体系。从创新基础、创新资源、创新投入、创新产出、创新效率等5个方面对医药制造业分地区创新潜力指标进行了分析，评判了江苏省医药制造业规模经济、创新投入、产出成果、社会需要、科技进步贡献等发展水平，结果表明连云港医药制造业呈现出快速发展的态势，总体发展优势明显，江苏省医药制造业已形成连云港、泰州和苏南三大产业集群区，苏南、苏中和苏北地区医药制造业发展均衡。
