    [摘要] 始于2009年的新医改强调注重“三医联动”改革，本文从政策工具和“三医联动”的三个体系维度对医改十年来的53项国家层面医改政策进行了文本量化分析。结果显示了供给面、环境面和需求面政策工具的使用情况及其演变特点，并初步分析了政策工具与“三医联动”体系的作用关系。本研究从政策工具视角探讨医改十年来政策的发展变化路径，并探讨了医改政策作用于“三医联动”的三个体系的情况，为下一步医改深入推进提供了有益参考。
