    [摘要] 為应对不断加剧的人口老龄化形势，建立完善的医养结合养老服务体系，本文通过实地调研和文献检索，介绍在医养结合养老模式探索方面走在全国前列的青岛市，在实施过程中得到的经验启示，从而提出相应的建议和策略，为我国制定养老服务政策、养老机构建设规划等提供参考依据。

    [Abstract] In order to cope with the increasing aging of the population and establish a perfect medical care and pension system for the elderly， this paper introduces the experience and Enlightenment of Qingdao， which is in the forefront of the whole country in the exploration of the mode of the elderly through field investigation and literature retrieval. Therefore， the corresponding suggestions and strategies are put forward to provide a reference for the formulation of China′s pension service policy and the planning of the construction of pension institutions.

    据民政部数据显示，2017年底，我国60岁以上老年人口有2.41亿，占全国总人数的17.3%。可以说我国养老形势十分严峻，养老问题面临巨大压力。医养结合将养老资源与医疗资源有效结合，成为我国“十三五”重点支持和发展的养老服务新方向。然而，我国对医养结合前期的探索并未带来“燎原之势” ......
