    [摘要] 进入21世纪，随着我国“一带一路”政策方针的提出和全球化的发展，我国对外医疗援助面临新的挑战。本文结合我国当前援外医疗面临的公立医院“派遣难”、医务人员援外积极性降低以及援外医疗在公共卫生援助方面不足等问题，探索通过整合医疗资源、创新援助形式、搭建科学培训体系和互助平台、完善制度等方面，构建以高等医学院校在校学生为主体，以传染病防治为主要援助内容的公共卫生援外模式，进一步丰富我国医疗援外的内容，促进国际影响力及外交软实力的提升。

    [Abstract] In the 21st century， with the “One Belt and One Road” policy and the development of globalization， China′s foreign medical assistance is facing new challenges.
