    [摘要] 现代化科学技术的不断发展使传统的病历设置形式无法满足医院信息系统的发展需求。为营造良好的医疗活动管理氛围，医院应注重应用电子病历，其能够转变病历管理模式，促进医院医疗质量管理以及医疗运行管理的变革。本文就医院战略环境、医院信息化建设关键性收益、实施卫生信息工作的范围和目标、医院五级电子病历建设工作、实施变革开展的活动等展开讨论，旨在阐述五级电子病历应用系统在现代医政管理中的具体应用及实践。
