    [摘要] 基层医疗卫生机构在城乡居民健康的守护中扮演着极为重要的角色，是我国医疗卫生服务网的网底，而人才为基层医疗体系中最核心的问题。基层卫生人才队伍建设在卫生事业发展中有重要战略意义。本文以长沙市政协对市卫计委“基层医疗卫生服务体系建设”情况进行民主评议为契机，通过集中调研、实地访谈、问卷调查等方法分析了长沙市基层卫生人才队伍状况及存在问题，并提出合理化建议。以助加强基层医疗服务软实力，健全基层卫技人才招募、培养、晋升机制，进而提高基层医疗卫生服务能力，快速推动健康长沙的创建。
