    [摘要] 医药卫生体制改革是一项意义重大的民生工程，合理借鉴国外的经验和做法，对我国进一步深化卫生体制改革和创建符合我国国情的卫生体制有很大的借鉴意义。本文通过实地调研，对土耳其、荷兰、芬兰三个国家基本卫生服务体系和健康水平做了基本描述和分析，总结了三个国家医疗卫生系统的一些特色和做法，结合我国的国情，在卫生服务体系建设、卫生监管、人才队伍建设、医疗保险运行机制等方面，提出了一些我国可借鉴的经验和建议。

    [Abstract] Health care system reform is a significant livelihood project. It is a reference for China to deepen the reform of the health system and create a national health system through drawing on the foreign experiences rationally. Based on the analysis of the characters and practices of health care systems in Turkey， Netherlands and Finland， this paper presents some suggestions of health service system construction， health supervision， talent team construction， medical insurance operation mechanism， which can be used for reference in our country.
