[摘要]目的政策工具视角下分析中国孕产妇健康保障政策，完善政策体系，提高孕产妇健康保障水平。方法采用内容分析法对国家层面孕产妇健康保障相关44份政策文本进行编码和量化分析。结果中国孕产妇健康保障政策集中于公共卫生领域和医疗领域。公共卫生领域以环境型政策工具为主，其中宣传引导类需求型政策工具是短板；医疗领域最常用的是供给型和环境型政策工具，医保领域以供给型政策工具为主。结论孕产妇健康领域应重点增加医保政策供给，强化医保对公共卫生领域和医疗领域的调节作用，实现联动发展。
