    摘 要：为构建“四位一体”和“横向到边、纵向到底、全覆盖、无盲区”的食品监管体系，大量的基层检验检测机构得以建立，但随着社会的发展和机构的改革，这些检验机构面临如何生存发展的问题。在新形势、新要求下，有必要探索适应基层检测机构的发展模式，更好地强化和落实监管责任，实现全程无缝监管，推动食品监管水平提升。

    Abstract： In order to build “four in one” and “horizontal to the edge， vertical to the end， full coverage， no blind spot” of the food supervision system， a large number of grassroots inspection and testing institutions were established， but with the development of society and institutional reform， these inspection agencies face how to survive and develop the problem. In the new situation and new requirements， it is necessary to explore the development model to adapt to the grass-roots testing institutions to better strengthen and implement regulatory responsibilities， to achieve seamless supervision throughout the process， and promote the improvement of food supervision.

    食品安全是重大的民生问题、经济问题和社会问题，备受公众关注，关系公众切身利益，各级监管部门需要建立从田间到餐桌的食品全链条质量安全监管体系。其中，基层检测机构的建设和发展显得尤为重要，要扩展思路，集思广益，促进其发展壮大，真正发挥“构建高标准市场监管体系，推进质量强区”的基石作用。
