    【摘要】 党的十九届四中全会审议通过的《中共中央关于坚持和完善中国特色社会制度、推进国家治理体系和治理能力现代化若干重大问题的决定》中强调“健全党外代表人士队伍建设制度”，并提出一系列具体要求。科研院所是党外知识分子较为集中的地方，新时代科研院所党外代表人士特点鲜明，他们是社会的精英，国家的栋梁、人民的骄傲，也是国家的宝贵财富;他们在我国现阶段发展过程中发挥着全面建设小康社会、实现中华民族伟大复兴“中国梦”的重要作用。以医药生物技术研究所的党外人士队伍为例，从分析医药生物技术研究所党外人士的现状、存在的问题引出党外人士队伍建设的探索与思考。

    [Abstract] The “Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Social System with Chinese Characteristics， Promoting the Modernization of the National Governance System and Governance Capability” reviewed and approved by the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China emphasized on “improving the system of building non-party representatives” and put forward a series of specific requirements.
