【摘 要】近年來，各级政府积极贯彻《国务院关于投资体制改革的决定》，对非经营性政府项目加快推行“代建制”的项目管理方式，通过选择具有一定实力和相应资格的项目管理单位，以专业化的服务代理业主行使项目建设实施的组织管理职责，从而大大提升项目决策和管理水平。笔者所在的浙江五洲工程管理有限公司承接了大量政府投资项目的代建任务，其下属的医院建设管理有限公司更是在代建综合性医院项目中积累了丰富的经验，探索出了一条行之有效的管理之路。针对“代建制”下，将传统管理体制中“建用合一”转变成了“建用分开”的模式，因此当一个综合性医院项目进入建设后期收尾阶段，如何从一个完工或者即将完工的建设工程过渡到一个正常营运的新医院，成为摆在承担全过程项目管理任务的代建企业面前的一项重要工作，本文着重阐述代建项目部如何在竣工收尾阶段向医院使用方做好移交工作的要点。
