    论建立准入制度与规范作业飞行对航空医疗健康有序发展的必要性

    随着《国务院办公厅关于促进通用航空业发展的指导意见》的出台，包括航空医疗在内的通用航空业将会呈现迅猛发展势头。各级地方政府及卫生行政部门、医疗机构及有关通航企业都在跃跃欲试，力求抢占先机和商机。航空医疗飞行的特殊性凸显建立准入制度和适航认证的必要性，只有建立准入制度、通过适航认证、规范作业飞行、依法依规执业，才有可能在确保安全的前提下促进航空医疗事业健康有序发展。

    【Abstract】As Guiding Opinion about Promoting Development of General Aviation Industry from General Offce of the State Council issues，the general aviation industry，including aeronautic healthcare，will rapidly develop.The local governments at all levels，health administrative departments，medical institutions and relevant general aviation enterprises are eager to seize advantages and business opportunity.The specifcity of aeronautic healthcare fight presents necessity of building admittance system and airworthiness certification.Only by building admittance system，passing airworthiness certification，standardizing operating flight and operating in accordance with laws and regulations can the health and orderly development of aeronautic healthcare be promoted provided that security can be ensured.
