摘要：公立医疗机构组建药品耗材采购联合体，是深化医药卫生体制改革、保障药品耗材供应的重要举措，其具体措施有招采合一和量价挂钩，上述举措可有效增强谈判主动权，获取采购规模优势，并可降低药品耗材虚高价格。本文主要对西安市公立医院采购联合体开展药品带量议价的工作流程与实践经验，探讨更为合理的采购议价工作，以便更好地发挥采购联合体的带量议价优势。
