An independent inquiry into illness among veterans of the 1991 Gulf war has concluded that it is "beyond reasonable doubt" that Gulf war veterans face an extra burden of disease. "The government ought now, in fairness, and not before time, to accept that the illnesses were caused by their deployment," said Lord Lloyd of Berwick, chairman of the Gulf war illness public inquiry.

The inquiry was set up at the request of Labour peer Lord Morris of Manchester, the parliamentary adviser to the Royal British Legion, after the Ministry of Defence (MoD) refused an official inquiry.

Lord Lloyd, a former law lord, criticised the ministry for refusing to allow officials and active personnel to testify, although it did submit written evidence. "The MoD thus lost a valuable opportunity to start the process of reconciliation with the ill veterans, an opportunity which would have cost them nothing," he said.

The National Gulf War Veterans and Families Association welcomed the report, saying it was "better than expected." Veterans?minister Ivor Caplin said he would give the report "proper consideration" despite the fact that Lord Lloyd refused to reveal how the inquiry was funded.(London Owen Dyer)
